First Session of Newly Elected House of Representatives Begins Today

Kathmandu: The first session of the newly elected House of Representatives, following the elections held on Falgun 21, is set to begin today at 2:00 PM.

The meeting will take place in the multipurpose hall of the under-construction Federal Parliament Building at Singha Durbar. The session was convened by Ram Chandra Poudel on the recommendation of the Council of Ministers, in accordance with the Constitution of Nepal on Chaitra 16.

According to Parliament Secretariat spokesperson Ekram Giri, all necessary preparations—physical, security, technical, and human resources—have been completed to ensure the smooth operation of the session.

The upper house, the National Assembly, will hold its meeting simultaneously at the National Assembly Hall within the Federal Parliament Secretariat. As per constitutional provisions, the President must summon a session of the Federal Parliament within 30 days of the final election results. The Election Commission Nepal had submitted the final election report to the President on Chaitra 5.

Composition of the House
The 275-member House of Representatives includes:
-182 members from the National Independent Party
-38 from the Nepali Congress
-25 from the Nepal Communist Party (UML)
-17 from the Nepal Communist Party (NCP)
-7 from the Labor Culture Party
-5 from the Rastriya Prajatantra Party (RPP)
-1 independent member

Key Agendas for Today
-Home Minister Sudhan Gurung is scheduled to present three ordinances:
-'Voters' Roll (First Amendment) Ordinance, 2082’
-'Election of Members of the House of Representatives (First Amendment) Ordinance, 2082’
-‘Nepal Special Service (Second Amendment) Ordinance, 2082’

At the start of the meeting, senior-most member and Speaker Arjun Narsingh KC will read out official communications from the President regarding the session’s convening, as well as the appointment of the Prime Minister and formation of the Council of Ministers.

The House will also table a proposal to operate under the existing House of Representatives Rules, 2079, until new rules are formulated under Article 104 of the Constitution, according to General Secretary Padma Prasad Pandey.

Additionally, the agenda includes:
-Nomination of members to chair meetings in the Speaker’s absence
-Party-wise addresses marking the commencement of the session
-Announcement of the date for the election of the Speaker

The session will conclude with a condolence motion in honor of late political figures, including Hrishikesh Gautam, Mohammad Aftab Alam, Amod Prasad Upadhyay, Homnath Dahal, and Baldev Bohora.
